The Bengals made depth and character their top concerns in the 2007 NFL Draft but not necessarily need. After countless arrests to top players during the 2006 season, Cincy knew they had to draft high character guys. After drafting CB Johnathan Joseph in the first round of the 2006 Draft, the Bengals opted for another CB with their first round pick in 2007, acquiring Michigan's Leon Hall. While Hall has very impressive talent, the ability to be a solid starter and replacement for '06 starting CB Tory James (lost in free agency), the selection is still questionable since Joseph is already on board and ready to take on a starting role. Additionally, the Bengals had needs up front defensively, specifically at DT. That need wasn't addressed on day one. Instead, after acquiring Hall, Cincy turned their attention to the RB position, obtaining Kenny Irons with their second round pick despite having a solid 1-2 punch in Rudi Johnson and former first rounder Chris Perry. QB Jeff Rowe was a solid value round pick in round five, especially since Carson Palmer has no reliable backup. Overall, the Bengals draft performance was average. They had more pressing needs that should have been addressed, like a DT and DE for example, two positions that went completely ignored through their first five picks.
